1400 piece plywood jigsaw puzzle, cut in the fully interlocking style associated with London manufacturer AVN Jones in their Delta Fine cut range.

The painting appears to be attributable to the Swiss/German artist Joseph Nikolaus Butler (1822-1885), but records show other versions of the painting which also feature a steamship on the lake!
